This one is definitely not NAERC. There were many small knock-off fly-by-night manufacturers in the heyday. Triangle G, Top Gun, Cory Davis, etc. On this one, the tail lights in particular are what lead me to think Triangle G (or a knockoff thereof). If I recall, they were the only ones to use that particular light style.
