And is it hard to swap out the engine and install workinh batwings?

My opinion:
There is no doubt that it's a fair price for:
RobsLP640 Kit (Mostly Complete) $4,000 + 2 Door Frames & Hinges $500 + Engine Lid Frame + Front Trunk Frame + Hinges $400
2 Lacthes + 2 Shocks $100. All Put together to function properly.
That's $5,000
Do you trust you should spend $5K for the following
1988 Fiero $2,000 + Professionally Stretched $2,000 + Metal Subframe $1,000 = $5,000
I think that's what it boils down to

I don't think this particular kit was "MADE" by him. It's a classification term.
It seems to be this way:
Six years ago a PLACE called Triangle-G sold a kit. They stopped selling the kit 2 years later, and somehow Inland Exotics started selling the same kit. Then two years after they stopped (And I remember this transition) and since then RobsLP640 started selling the kit. Of course I am not financially linking the stores; I am just showing the west coast manifactured kits are the same but sold by different people in different times.
Their kits came in White or Colored gel-coat and were mostly in the west coast due to proximity.
So this kit looks like my kit that I bought from Rob two weeks ago.
No G28 kits are OEM in many areas. And so is my kit and the kit you found and the CKI ones (which are all similar but not OEM).

Judging from the photos, If I wanted working batwings i'd have to cut them out myself and add the gears to move them, also I'd need to cut out the exhaust tip area from the rear bumper :3 Fun stuff

Thats definately a Rob/I.E. body, unknown if its an original build by him or a body sold by his partner Rob. Either way it'll need alot of extra work, but I would say if you could get it for $8500 it would be worth it, $10K is high for the amount of work that needs to be done, and the work that has been done that needs to be corrected.
If it is a build that was started by Joe, there is alot of chassis work that will need to be re-done.

I see, the guy is in Newport and I'm around the 714 area , I can offer him 8k and see if he bites . But All it would take is some fiberglass filler and sanding to smooth things out I hope :P
