To me that looks like safety wire that we'd put on the race bikes for the track. (you drill a hole in a bolt head large enough to accept said wire size, run wire through and give it enough twists with the 'safety wire pliers' to cinch it down so the bolt won't come loose during races) If you can get some wire snippers in there and snip the wire near the bolt and pull it out would be easiest, else just put some pliers on the end of the twisted ends of the wire and 'untwist' it until you get it all the way undone,, then grab one end with pliers and pull it through whatever it's in.

there was a secondary grill put on back of one i just bought and i wanna take it off. looks like theres a circular bolt and wires  what do i need to remove?
