Here is how I finally ended up mounting my headlights.  Took a couple different versions but I am real happy with the way these mount now.

Hey thanks Purple, I test fitted the lenses and the lip worked very well.  It holds the lenses nice and flush with the fender, pics coming soon.  I'm working on the headlight mounts today.

Made this lip on the back of the fenders for the headlight glass to sit on.  This will allow the headlight to sit flush with the fender.  I'll take some pics of the glass tomorrow after this dries.

Got the latch installed and working properly, now my hood opens and closes nicely.  I used the seal from the trunk of my 2000 Passat and I had to trim just a little bit of the length, otherwise it worked out perfect.

I'm also looking for a good alternative to the hood catch, if anyone knows of one please let me know.  Here is a pic of what the OEM part looks like.
I used the hood safety catch from a Volvo sorry I dont rember the model. Then with steel bar ( 5mm ) bent a ( U ) shape flipped it over then weld onto frame, takes a bit of getting the height right so tack welds are best.

Thanks Mike, yes I wanted to leave it so it can still function.  Took me a while to come up with a good design but I'm pretty happy with it.
