You would definitely have a major head start with that car. I think it is a very tempting option if you have the money.

Hi guys sorry for late reply. Happy new year! Yes it is victors. Its the one in the picture I am just worried because any slight fire would be damaging. Do you guys think its worth it? I am only getting bare damaged doors with it. No trim windows hinges and struts

Good observation Dustin. Yeah, I have been watching that car too. If I had the money now, I would start my build with that. Definitely.
I believe Victor has at least one other bare frame though. I was thinking he may be interested in one of his.

If your taking about Victor's (DrMurcielago's) white murci that was in a slight engine fire I can almost guarantee you it is fine. The fire didn't even get hot enough to melt the rubber tubing going to the tranny cooler. Ive been watching it for since the middle of summer and actually visited with him on the phone and in person about the car (however I didn't actually see the car when I was there). That would be a great builder to start with and will all of the factory reproduction parts that are coming available it could be built back reasonable.
You can see in the picture the hoses aren't even burnt..

Any local machine shop should have a Rockwell gauge. Though it may be a bench style. Just give them a call. You could also try a Tech school that teaches machining. They may make a field trip out of testing the chassis and then you'll have tons of company!
Was the whole car burnt or just the rear section? I'm wondering because you will need to test a unaffected area to see what the average Rockwell is. This way you can test the burnt section to see if it's up to snuff.

Unfortunately, I wouldn't know if that device works or even how to use it.

I don't know about getting one fast but they aren't cheap:
http://www.ebay.com/sch/i.html?_sacat=0&_from=R40&_nkw=portable+rockwell+tester&_sop=15
The one pictured by SchultzeA runs approximately $650 shipped.
Too bad someone doesn't have one you could borrow. I wish I did.

I don't know anything about this either but I'd like to learn too. I am in the L.A. area and I'm interested in seeing the chassis and taking some pics so I'd definitely tag along if you want. Are you looking at one of Victor's frames?
