I've been to Singapore and owning a car there is very expensive. A Mini was over $60,000 USD and they tax you for driving on certain roads at peak times of the day. They force as many people as possible to take the public transportation system since it's an island and they want to keep the number of cars and drivers down to a minimum. The hotel I was staying at was the local Lamborghini club and everyday there was one to five Lambo's sitting outside most evenings and several were owned by Monks. I can see how a garage attached to your apartment would work there. They don't have the space to build "outward" so they try to build everything up as much as possible.
