Buy a how to repair fiberglass bodies book, and a autobody repair book. When applying filler, first sand surface 80 grit paper, the filler needs to adhere to the scratches made.

Are you going to do a bodywork or prep work
Two different things. In any case sand off all
 the surface
Since it may have still some mold release on and that aint  good on any application .
Feel the body with your clean hand and check if you need some bondo to fill low spot , gaps etc . Then prime / block and all over again.
I usualy use polyester filler spray on  by Evercoat
With 2.3 needle block and after 2k good primer.

Use a quality primer sealer like PCL 901, it sands easy so it will leave you with a straight smooth finish after blocking.
