Assuming that they are in fact a base/clear with the clear just being matte (I don't know, never seen one of these up close) I would:
Sand down the damaged area to bare fiberglass
You can get a dye that you put on and then sand off the top layer to look for spider cracks.
If it's cracked they'd probably replace the whole panel. Lord knows the owner has the money. If there is no damage prime it.
There are shops out there that do "spot repairs", but I've never worked at one. Around here it's just not thought to be the proper way to do things. Some people swear by them, others say they are junk. Regardless I have no idea how the blending agent would work with a matte clear, so I'd paint the whole panel. The base would be easy to match as there is lots of room to blend in the panel. If it's a particularly hard color you just go one panel either way with your blend and then clear them all.
I don't know about polishing a matte finish. Haven't done it. Just saying what I would do if I was being paid to refinish it.
I like that color too. It's a little darker than the Reventon color though
