Not sure if you have made a call on this yet but if you are interested, a fellow over on Pennock's transplanted a Chrysler 300 V6 and trans into a Fiero.  The engine/trans are auto and mounted longitudinally in the front of the 300.  I think the engine is a 3900 and he went through splicing everything into the Fiero wiring etc. but if you have a custom tube chassis, you wouldn't need to go through all that.

Another option if you are OK with auto.

It might cost a bit more.  I had mine installed by Fieroking.  He will sell mounts and wiring harnesses though if you want to do it yourself and that would bring down the cost to close to the 3800.  Although I turboed mine it's not necessary.  303 hp is way more than adequate.  My preference reasons were aluminum instead of iron and 8 cylinders instead of 6.  Everyone has their own preferences though and I think the 3800 would be a good choice too.
Why not a 5.3 LS4 setup from an '05 - '08 Pontiac Grand Prix GPX? Around 20 average MPG, 303 HP stock and over 500 HP available if you want to add a turbo later. The 3800 can't compare can it? Or does the $3K budget requirement overrule?

Tony Paul put one of these in his Diablo and is happy with it. I am considering it myself.

What donor car can I purchase with the 3800 and a manual transmission?  Do the newer 3800 engines for this set up.

Agreed on supercharged 3800

Take the whole engine transmission and ecu and transplant it

Hold on
I would first check the condition of chassis  then suspnsion/ steering stuff brakes etc
Then get the engine / tranny of yor choice etc. this is not a couple months project even if is half build if you rush it will not look likw a clone and people will laughing at it and you going to get the car stolen and collect from insurance. But you could be charged woth fraud
So take it easy and think twice before you do anything

I think that there is a manual (F40?) from one of the other front wheel drive cars that will bolt up to the 3800.  Some of the Fiero guys should know about that.

That would be a good choice.  I prefer the longitudinal installation for several reasons but it will cost more.

If you only have $3000 for the drivetrain you will need to be looking at a transverse FWD setup.  The transmission alone will cost that much to go longitudinal.  Then you have to add the engine and adapter.

build a race car, a cruiser, a sat night bruiser?

what is your budget?

Condition of the chassis?  Can it handle 1000hp or 200hp

I am using the BMW 12, audi trans and designed and made my own adapter.
