they can do either, it just depends on which side the tire installs from.  If you have a look at mine they were widened on the face side of the rim

Can they widen the outer lip or just the inner barrel ?

Custom wheels can be upwards of 1500/wheel

How much does it cost to have that done?  Like the way they look!
A little pricey but there aren't any others that do widening of alloy wheels unless they are on the west coast, that I know of.  $265 per wheel.  I'm pretty sure that custom wheels would have cost me a lot more.  Jim

OK, I'm on a budget and purchased 4 Drag 8.5x18 wheels from Discount Tire.  They gave me the look that I wanted EXCEPT I needed 11" wides for the rear.  I took them to WeldCraft in Livonia, MI. and had them widened 2.5".  Here is what they looked like when I got them back.  They said that they were backed up with 6 weeks work but they got mine in 5 weeks.  Very nice guys to deal with.  I sprayed them with etching primer and epoxy black prior to having my tires mounted.  Jim
