Well as frustrating as it has been with Arruat, At least they communicate and seems to want to resolve things

I thought it was the outside brake pad that was causing the problem of the wheel not to turn that easily and lock up when the Rim and tire were mounted.
took it all apart and...
the distance from the top caliper mounting hole to the rotor is off by a little over 1/16 of an inch or so, when compared to the bottom mounting hole.
the other issue in the mounting holes on the spindle, to me seem, to be to far in, or could stand to be a little further out, as the rotor is gouging the caliper as it turns around.
Talked in depth with Richard and will be sending the caliper back so they can test the new spindles with rotors and caliper, prior to shipping this time.

When you send $hit in stages you cant QC the product.
